Initial Educator Certificate (Connecticut)

The Initial Educator Certificate is the first teaching certificate for new Connecticut public school teachers. Candidates typically qualify by completing a state approved educator preparation program and passing the content tests for their subject or grade level. Since Oct. 1, 2025, the state charges no fee to issue or renew an Initial certificate.

Who can apply

  • Complete a state approved educator preparation program at a regionally accredited college or university in the relevant subject and grade level, or qualify through an out of state route (equivalent certificate from an enhanced reciprocity state, an out of state certificate plus 30 school months of teaching, or 20 school months of teaching plus transcript evaluation)
  • Pass the required content area assessments for the endorsement (for example Praxis subject tests; Foundations of Reading for elementary, early childhood and special education; ACTFL tests for world languages)
  • Praxis Core basic skills tests are not required for state certification (waived since July 1, 2016), though preparation programs use them or SAT/ACT/GRE for diagnostic purposes

Verification notes

CSDE pages conflict on validity: an older Certificate Types page says the Initial certificate is generally valid three years within a three tier system, while the May 2025 knowledge base article describes 10 year Initial and Professional certificates; the newer page is used. A $50 nonrefundable application review payment appears in a CSDE article dated June 2022 but is not on the current fee schedule (effective Oct. 1, 2025), so it is omitted as unverified. No current CSDE page fetched states an explicit bachelor's degree requirement or background check requirement, so they are omitted. Exam duration is null because it varies by test.
